Civil servant pay raise: collective agreement rates, inflation difference and the January 2027 calculation

Short answer

The collective agreement raise for January 2027 is 5 percent. The July–September 3-month inflation was 5.57 percent; no inflation difference has formed for civil servants yet. It arises if 6-month CPI exceeds 7 percent.

Checklist

  • FollowWatch TÜİK's October, November and December inflation data.
  • Check the thresholdSee whether the 6-month CPI total exceeds 7 percent.

Civil servant and civil servant pensioner salaries are updated twice a year, in January and July. The raise has two parts: the fixed rate set by the collective agreement and, if applicable, an inflation difference. This page summarizes the rates and calculation logic in the sources as of 22 October 2026.

Collective agreement rates

  • July–December 2026 period: A 7 percent collective agreement raise was applied.
  • First 6 months of 2027: A 5 percent collective agreement raise has been agreed.
  • July 2026 civil servant pensioner increase: 7 percent collective agreement raise plus a 6.09 percent inflation difference, 13.52 percent in total.

How the inflation difference arises

If the 6-month CPI increase for July–December exceeds the 7 percent set for the previous period, the excess is added to salaries. If the threshold is not exceeded, the increase is only 5 percent.

  1. 1. Combine monthly CPI dataTÜİK's monthly inflation figures for July through December are combined into the 6-month rate.
  2. 2. Compare with the thresholdIf the 6-month rate is below 7 percent, no difference arises.
  3. 3. Apply the formulaAccording to an expert, the civil servant pensioner formula is: 1.05 × (1 + six-month inflation) ÷ 1.07.
  4. 4. Wait for official dataFinal rates become clear when the December figure is announced in the first week of January.

Inflation data so far

  • Monthly figures: 1.78 percent in July, 1.84 percent in August, 1.84 percent in September.
  • 3-month total: 5.57 percent. This is also the finalized 3-month rate for SSK and Bağ-Kur pensioners.
  • Civil servants: No inflation difference has formed yet; another 1.35 percent inflation is needed for one to arise.
  • September annual CPI: 29.73 percent.

Expectation-based scenarios

The figures below are expectation-based calculations, not final rates.

  • Central Bank expectation (year-end 28 percent): 6-month inflation 8.70 percent; inflation difference 1.59 percent; total raise 6.67 percent.
  • Medium-Term Program (year-end 28.4 percent): 6-month inflation 9.04 percent; inflation difference 1.91 percent; raise about 7 percent.
  • October 2026 Market Participants Survey (year-end 29.63 percent): 6-month inflation about 10.08 percent; inflation difference 2.88 percent; total raise about 8.02 percent.

Laws 5434 and 5510

Pension calculation for civil servant pensioners depends on the start date. Law No. 5434 covers those who started civil service before 1 October 2008; Law No. 5510 covers those who started afterwards. Under 5434 the accrual rate is 75 percent at 25 years, rising 1 percent per extra year. Under 5510 it is 50 percent at 25 years, rising 2 percent per extra year.
