How much are passport fees and the passport booklet fee? Current costs and application steps

Short answer

According to the General Directorate of Population and Citizenship Affairs, the 2026 passport booklet fee is 1.351 TL. The duty depends on passport validity. The exit fee is 1.250 TL as of 1 January 2026.

Two separate items stand out in a passport application: the passport duty and the passport booklet fee. According to the current notice of the General Directorate of Population and Citizenship Affairs, the 2026 passport booklet fee is 1.351 TL.

Current fees

  • Passport booklet fee: 1.351 TL for 2026.
  • Passport duty: For an ordinary (burgundy) passport, the duty is set according to the passport's validity period. The duty amounts by validity are not in the sources we used, so check the General Directorate of Population and Citizenship Affairs' current information before applying.
  • Exit fee for travel abroad: 1.250 TL as of 1 January 2026. It was 1.000 TL the previous year; it is charged separately for each trip abroad to citizens without an exemption.

Who does not pay the passport duty?

According to the General Directorate of Population and Citizenship Affairs, the following groups can get an ordinary passport free of duty:

  • Students continuing their education in Türkiye who have not completed age 25. If student status can be verified in the system, a separate student certificate is not requested.
  • Students studying abroad; there is no age limit for this group. Those over 25 must submit documents showing their student status abroad that carry the required approvals.
  • People going to foreign countries for education.
  • Airline flight crew personnel.
  • People going abroad for master's and doctoral studies under certain conditions.
  • People going abroad for specific purposes with the permission of a rectorate, deanery or vocational school directorate.

Special (green) and service (grey) passports

Special-stamped (green) and service-stamped (grey) passports are exempt from the duty. Being a public employee alone does not give everyone a duty-free passport; a person who meets the legal conditions can get a special-stamped passport, or a service-stamped one depending on the nature of the duty. Working in the private sector does not provide an exemption from the burgundy passport duty.
